Medicaid Managed Care Liaison

Job Summary

The Medicaid Managed Care Liaison (MMCL) is responsible for ensuring highly coordinated communication and service integration between Good Shepherd Services and the Medicaid Managed Care Plans (MMCPs). The MMCL will coordinate with the MMCP in collaboration with the Foster Care Liaison (FCL) that children in foster care will have access to health care.

Reports to: Administrative Director of Nursing, Health Services
Locations: Manhattan, Brooklyn, and Bronx Foster Care
Hours: 35 hours/week, Non-Exempt
Work Model: Onsite required. Hybrid schedules may be considered at the discretion of Program Leadership following the probationary period.

Salary: $45,000 - $50,000

Responsibilities:

Care Coordination & Communication

  • Notify and coordinate when a child’s primary care provider must be changed.
  • Coordinate health care services and benefits.
  • Serve as the primary contact for the MMCP regarding:
    • Enrollment, disenrollment, and plan transitions
    • Immediate issuance of a Welcome Letter
    • Securing identification showing the effective enrollment date (including temporary ID)
    • Replacement of insurance identification cards

Placement & Access to Care

  • Assist with health care access during foster care placement changes.
  • Facilitate single case agreements when a child is placed outside the MMCP’s service area or provider network.

Collaboration with Clinical, Behavioral and Billing Teams

  • Refer children for needed services and assist with provider selection.
  • Maintain eligibility for public or private health insurance.
  • Assist with consent and confidentiality matters.
  • Oversee Medicaid-related business functions
  • Support court-ordered services and fair hearings.

Documentation & Information Management

  • New enrollments or disenrollments
  • Foster care intake and discharge statuses
  • Placement or address changes
  • Changes in health status or provider
  • Use of the Medicaid Managed Care Foster Care and 29-I Transmittal Form for required notifications within established timeframes.

Minimum Requirements:

  • High School Diploma or GED required; Associate Degree preferred.
  • Experience with Medicaid Managed Care required.
  • Knowledge and experience with the child welfare system and foster care health care requirements.
  • Understanding of the complex needs of children in foster care.
  • Familiarity with Medicaid Managed Care policies and procedures.
  • Strong verbal and written communication skills.
  • Proficiency in Microsoft Office (Word and Excel); Outlook required.
